Communicating with people who have mental deficiency is a skill which you can hone over time with continuous practice. There are some tips which will allow you to communicate in a better way with them.
When you have an interaction with people who are mentally challenged, you should always try to maintain a calm and low volume. You should be able to speak to them about things which they can relate to. You should give the listener a chance to see your mouth when you speak as this helps in many cases to figure out what you are actually saying.
You should also try not to imitate the way the mentally challenged speaker speaks. This does not help in an effective communication and may create confusion. The listener may also conceive that you are incompetent to deal with his handicap.
You should speak clearly and use simple words so that the listener is able to make out the difference between two different words and comprehend you in a better way. When you communicate with such people, you should try and maintain constant eye contact with them. This makes them comfortable and they feel that you are genuinely interested in the things that they have to say.
The most important thing to note when you are with people who are mentally challenged is that they are in no way inferior to anyone. So, you should respect them.
